Hurricane shutters only protect when deployed. Insurance companies factor in the real-world risk that shutters may not be up when a storm hits. That is not hypothetical — it happens every season.
The Insurance Math
Both options qualify for Florida wind mitigation discounts under Statute 627.0629, but the percentages differ significantly.
Accordion or roll-down shutters typically qualify for 15 to 35 percent off the wind portion of your policy. Full impact windows and doors on every opening typically qualify for 25 to 45 percent off the wind portion.
On a typical South Florida homeowner's policy, the difference between those two discount tiers can be hundreds of dollars per year. Over a decade that adds up to a meaningful offset against the higher upfront cost of impact windows.
The My Safe Florida Home Grant — Impact Windows Qualify, Shutters Alone Do Not
This is something most shutter companies will not tell you. The My Safe Florida Home program, which offers matching grants of up to $10,000 for hurricane mitigation improvements, applies to impact windows and doors. Shutters alone do not qualify for the full grant.
If you are eligible for the MSFH program, this changes the cost comparison significantly.
What Shutters Cannot Do
Hurricane shutters provide no benefit outside of storm season. Impact windows, by contrast, reduce outside noise by up to 50 percent year-round, block UV radiation that fades flooring and furniture, reduce solar heat gain and lower your cooling costs, and add a meaningful layer of security against break-ins — 365 days a year.
None of that applies to shutters sitting closed in a garage.
The Honest Recommendation
For South Florida homeowners planning to stay in their home five or more years, impact windows are the better long-term investment in the vast majority of cases. The MSFH grant, insurance savings, energy savings, noise reduction, and resale value improvement combine to offset the higher upfront cost over time.
If budget is the primary constraint right now, accordion shutters are a solid starting point that meets code. But plan to upgrade — and factor the long-term economics into that decision.
