What Qualifies in Miami

Miami sits inside the High-Velocity Hurricane Zone. Every window and door product must carry a current Miami-Dade Notice of Acceptance (NOA) — a Florida Product Approval alone is not sufficient. The NOA must be for the specific model, size range, and configuration being installed.

Notice of Commencement

A Notice of Commencement must be recorded with the Miami-Dade Clerk of Courts before the first inspection can be scheduled. Required for projects valued at $2,500 or more under Florida Statute 713.13.

Permitting in Miami

Issuing Authority

City of Miami Building Department — for properties within city limits. Unincorporated Miami-Dade properties use the county Permitting and Inspection Center (PIC) at 11805 SW 26th Street.

Submission Portal

City of Miami iBuild Portal (online). Miami-Dade County PIC uses its own electronic submission portal. Plans must be digitally signed and sealed by a Florida-licensed PE or architect.

Plan Review Timeline

1–10 business days for residential projects. Simple window replacement applications may receive a decision in 24–48 hours. Complex projects or those with correction comments restart the review clock.

Permit Validity

Permit remains active as long as a passing inspection occurs within 180 days of issuance, and within 180 days of each subsequent passing inspection. A permit with no inspection activity for 180 days is considered expired — reapplication and new fees required.

Inspection Scheduling

Miami-Dade now offers both virtual and on-site inspections. Virtual inspections are conducted via WhatsApp or Microsoft Teams — the inspector contacts you with specific instructions. You must enter a contact name and phone number when requesting any inspection. Request inspections through the county permit portal.

Local Notes

  • Miami-Dade has 35 municipalities, each with its own building official. Confirm your property's folio number and whether it falls under city or unincorporated county jurisdiction before applying — they are separate processes.
  • The county PIC now operates primarily as a virtual service center. Most transactions including plan submission, corrections, and inspection requests are handled online or via phone.
  • For multi-unit buildings, emergency exit window sizing and compatibility with the wall structure are also reviewed

Inspector Checklist

  • Installed product model and size must exactly match the NOA listed on the approved permit
  • Anchor type, size, how deep they're set, and spacing must match the certified installation instructions exactly
  • Waterproofing sealant installed at all perimeter joints using the correct backing material and technique
  • Head flashing and drip edge installed per 2023 Florida Building Code waterproofing requirements
  • Installed product's wind strength rating meets or exceeds the calculated requirement for each window and door location — this varies by floor level, wall position, and distance from the coast
  • Glass type and thickness matches the glass schedule on the approved plans
  • All center dividers between window panels carry their own certification and are installed to spec
  • Permit card must be posted on site and approved plans available for the inspector
