Notice of Commencement

Notice of Commencement required for projects $2,500 and above. A recorded NOC is preferred (Indian River County official checklist) and must be on site before the final inspection. NOC must be recorded before the first inspection.

Indian River County/City of Vero Beach building department. Inspections are conducted and a final inspection is required to close the permit.

Local Notes

  • Indian River County has a specific window framing inspection requirement for existing buildings that is unique in our service area. A framing affidavit signed and notarized by the contractor qualifier must be submitted before the final inspection can be scheduled.
  • The county's Hidden Fastener Photo Policy requires photographic documentation of any fasteners that will be concealed after installation. These photos must clearly identify the structure and number each opening matching the floor plan.
  • Two copies of the complete application and floor plan are required at submission — this is a physical documentation requirement.
  • All product approval numbers must appear on the application itself, not just in attached documents.

What Gets Inspected

Required Inspections

  1. 1Buck inspection (for existing buildings): Indian River County requires a buck inspection OR a notarized buck affidavit signed by the contractor/qualifier before the final inspection can be scheduled. The affidavit confirms that existing bucks extend beyond the window frame face and are anchored per traditional construction methods. If the buck cannot be inspected (hidden fasteners), the contractor must submit photographic documentation per the county's Hidden Fastener Photo Policy (dated 8/1/18).
  2. 2Final inspection: all fastener covers must be left off until after the final inspection passes. Fastener covers may not be installed beforehand.

Inspector Checklist

  • All product approval numbers must be provided on the application and copies must be on site at the time of inspection
  • Installed product matches FL# or NOA on permit
  • Installation anchoring matches the certified product approval instructions — fastener covers left off until after final inspection
  • Existing window framing verified — framing extends beyond the window face and is properly anchored
  • All undersized, damaged, or rotten wood or window framing replaced before installation
  • Waterproofing sealant, backing material, head flashing, drip edge per 2023 FBC
  • Center divider attachment inspected OR detailed photographs provided on site
  • Wind strength rating meets the calculated requirement for each window and door location
  • Recorded NOC on site, permit card posted
  • Floor plan with numbered openings matching window schedule on site for inspector
